Director of Family Services

Position Description

51%

  • Supervise employees by communicating regularly, motivating, and training, evaluating, and planning and directing employee’s work. Directs, coordinates, and reviews the work of subordinate employees to ensure efficient and timely processing of all program functions. The incumbent will develop and implement a system to evaluate the skill, experience, and professional development needs of all direct reports. 
  • Manage oversight of all program functions related to the School Readiness (SR), Voluntary Pre-Kindergarten (VPK), Child Care Resource and Referral (CCR&R), Screening and Assessment and Inclusion programs. 
  • Manage and provide daily leadership to various professional administrative personnel engaged in specific project activities. Supervisory duties and responsibilities include interviewing, planning, assigning, and directing work; evaluating performance, employee recognition, and addressing complaints. 
  • Develop and administer policies, procedures, and guidelines to ensure operational efficiency and effective administration of appointed personnel.
  • Develop and effectively manage program timelines to ensure timely completion of program deliverables.
  • Monitor program activities to ensure quality and accuracy of the Coalition’s work outcomes in relation to contractual and grant commitments.

  • Participate in short and long-term program development and planning and assist in identifying needed changes or enhancements to operating procedures.
  • Ensure that all program activities operate consistently and ethically within the mission and values of the Early Learning Coalition of Brevard County.
  • Serve as programmatic liaison to external partners, including representation of Early Learning Coalition of Brevard County at local and regional meetings. 
  • Actively participate in all Coalition and OEL required trainings, conference calls, and meetings to stay current with local, state, and federal rules and regulations relating to SR, VPK, CCR&R, Screening and Assessment and Inclusion and all other programs offered by the Coalition or related agencies.

  • Assist with the tracking of performance measures for the Coalition plan.
  • Perform research functions as needed and prepare and report on a required basis, in addition to locally requested reports and correspondence.
  • Serve as an audit liaison for program functions related to School Readiness, VPK, CCR&R, Screening and Assessment and Inclusion services.
  • Ensure compliance with all governing regulations, guidelines, licensing standards, program compliance objectives, and performance standards.
  • Attend monthly Early Learning Coalition of Brevard County Board of Directors meetings and report on waitlist status and other projects as requested.
  • Adhere to the Coalition’s administrative and recordkeeping guidelines to support accurate documentation of activities.

  • Provide data analysis, cleansing, and reporting relating to the SR and VPK programs.
  • Provide technical assistance and support of the Family Portal and Unified Wait List (legacy system).
  • Provide management with ideas for innovative enhancements to Coalition operations. Assist in the research, planning, and implementation of new initiatives that will enhance services.
  • Safeguard all client information to ensure compliance with confidentiality policies and procedures.

5%

Knowledge, Skills, and Abilities

Knowledge of: rules and regulations affecting early learning initiatives; hiring, recruiting, managing, developing, mentoring, and retaining individuals. 

Skilled in: strong project management; organization strategy development; community partner engagement; oral and written communication; problem solving; Microsoft Office applications and other data programs.

Ability to: make analytic and decisive decisions while prioritizing and communicating to staff key objectives and tactics necessary to achieve organizational goals; demonstrate commitment to high professional ethical standards. 

Required Licensure/Certification

Must possess a valid Florida’s driver’s license and current automobile liability insurance policy.

A mandatory drug screening and background check will be performed on the successful application.

Minimum Qualifications

BA in Business or Public Administration, Early Childhood Development, Education or closely related field.

Solid understanding of and proven professional experience in supervising and motivating staff. 

Minimum of five (5) years of related professional and verifiable work experience which must include prior work experience in supervising and motivating staff.

Family Services Administrator

Position Description

60%

  • Supervisory duties and responsibilities include training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving work-related problems in collaboration with the Director of Family Services.
  • Coordinate program functions related to child eligibility and enrollment in the School Readiness (SR) and Voluntary Pre-Kindergarten (VPK) programs in accordance with Coalition policies and procedures.
  • Provide oversight and technical assistance to Family Services staff.
  • Conduct annual performance reviews for all direct reports in a timely manner and work with staff members to develop goals for the next review cycle.
  • Ensure compliance with Florida Statute, Administrative Code, state and local policies and procedures for School Readiness and VPK services.
  • Pull/review report to ensure program compliance and identifies areas of focused training.

 

25%

  • Collaborate with the Director or Program Initiatives in the development, implementation, monitoring and periodic review of all Family Services) policies and procedures. 
  • Oversee fraud referrals and  submission to  Director of Family Services; after finalized.
  • Complete case file reviews to determine accuracy rates.
  • Oversee enrollment numbers to ensure on target as outlined in CDBG  contracts.
  • Approve or deny submitted appeals within designated timeframes.
  • Participate in audit information gathering as well as formulating responses to findings. 
  • Regularly use OEL merge tool,  SharePoint and Cherwell to  ensure  data accuracy and monitors  ticket submission and follows up as needed.

 

  • Investigate complaints related to School Readiness and VPK services provided directly by the Coalition; provide updates to Director of Family Services.
  • Wait list management; generate funding notifications; monitor progress and enrollments.
  • Provide data analysis, cleansing, and reporting relating to the SR and VPK programs.
  • Provide technical assistance and support of the Family Portal and Unified Wait List (legacy system).

 

10%

  • Provide management with ideas for innovative enhancements to Coalition operations. Assist in the research, planning, and implementation of new initiatives that will enhance services.
  • Perform or coordinate duties of staff members in their absence or upon requests for assistance.
  • Approve timesheets and leave requests.
  • Create and oversee bi-monthly eligibility training in collaboration with Lead Specialists’ and Director of Family Services.
  • Participate in all ELC required trainings and meetings to stay up to date with all local, state, and federal rules and regulations relating to School Readiness and VPK programs. 
  • Collaborate with the  Director or Program Initiatives in the development, implementation, monitoring and periodic review of all Family Services ) policies.

  • Ensure that Coalition hours of operation and service levels provided by staff are responsive to the community and provider needs.
  • Safeguard all client information to ensure compliance with confidentiality policies and procedures.
  • Ensure child screenings are conducted at the time of initial enrollment to School Readiness services.  Periodically pull tableau report to ensure compliance, track findings to identify patterns of reasons children are missed.
  • Other duties and responsibilities as assigned.

 

Knowledge, Skills, and Abilities

Knowledge of: the principles and practices of administering the provision of family services, human and social services delivery systems, principles and practices; the principles of management and their application to the administration of family services.

Skilled in: Computer literacy in Microsoft Office programs, including Excel.

Ability to: exercise good judgment and discretion in establishing, applying and interpreting agency policies and procedures; coordinate family services activities with staff in other content areas; provide staff training and development to staff; communicate clearly and concisely, orally and written; complete tasks and meet deadlines; work flexible hours to ensure project and deadline completion.

Required Licensure/Certification

A mandatory drug screening and background check will be performed on the successful application.

Minimum Qualifications

Compliance Specialist

Position Description

50%

  • Develop expertise knowledge of School Readiness (SR) and Voluntary Pre-Kindergarten (VPK) programs and contract requirements.  Researches and is knowledgeable of Florida Statues, rules, regulations, policies, and procedures related to child care, early childhood education, and provider expectations. 
  • Actively participates in trainings, meetings, and conference calls as assigned for the purpose of conveying and/or receiving information related to SR & VPK programs and to ensure that appropriate requirements are met.
  • Establish, develop and maintain professional and productive relationships with child care providers, Coalition staff members and partner agencies.
  • Conduct monitoring activities to ensure and determine contract components and legislative compliance are being implemented accordingly by exercising sole discretion in compliance factors.  Monitoring activities shall include, but not limited to, coordinating monitoring dates and times, reviewing and updating monitoring tools as applicable, conducting onsite and desk review monitoring, and other components as identified.
  • Provide adequate and appropriate feedback to providers to address concerns and/or non-compliance issues observed during monitoring visits and/or general interaction with child care provider staff.  Identify barriers and potential solutions and prepare and present progress updates to the Provider Services Administrator on a routine basis.
  • Immediately report health or safety concerns to the Provider Services Administrator or his or her authorized designee.
  • Complete and submit all required monitoring documentation in accordance with state and program guidelines.
  • Maintain confidential provider records and fiscal reporting requirements as designated by the supervising entities.
  • Inputs and assures quality and integrity of provider data entered into the Statewide Data System or any data system utilized for Coalition client and program services.
  • Maintain confidentiality consistent with ELC’s policies and local, state and federal regulations.
  • Travel throughout all of Brevard County is required in this role.

 

30%

  • Analyze data relating to quality assurance monitoring and contractual compliance activities.
  • Provide technical assistance to child care providers through telephone consultations, email correspondence, and on-site meetings as needed.
  • Communicate with Provider Relations Coordinator on monitoring findings when applicable.

15%

  • Assist with the development of the SR and VPK annual monitoring plan for contracted providers.
  • Develop and maintain work instructions for area of responsibility; assess departmental processes and make recommendations for improvements and/or enhancements.
  • Assist with the planning of Early Learning Coalition of Brevard County’s annual provider conference.
  • Attend approved job related training seminars, webinars, workshops and staff meetings.
  • Maintain a flexible work schedule to include occasional evening and weekend work hours.
  • Provide professional development opportunities related to contractual and monitoring compliance.
  • Works with the Provider Services Administrator, Provider Relations Coordinators, Quality Assurance team, and Leadership in responding to compliance issues, complaints, grievances, incidents, and suspected fraud involving VPK or SR programs/providers.
  • Documents and completes all required interactions and activities.

Knowledge, Skills, and Abilities

Knowledge of: applicable laws, regulations, and procedures governing the Voluntary Pre-Kindergarten and School Readiness programs; acceptable and established early learning practices and programming requirements; child care training and credentialing requirements; how and when to escalate matters of significance along with the ability to handle conflict in a professional manner; statewide database system is preferred.

Skilled in: independent work and self-motivated, organization, stress management, and adapting to changing work priorities; effective records management and time management practices and problem solving techniques; public speaking and leading groups; strong computer skills, including proficiency with the Microsoft Office Suite.  

Ability to: interact and maintain relationships with all levels of staff, clients and professionals; be respectful, possess cultural awareness and sensitivity and demonstrate sound work ethics; meet deadlines and complete multiple tasks while effectively managing competing priorities; communicate clearly and concisely, verbally and in writing.
